Yenilenebilir kaynaklar\u0131n do\u011fas\u0131 gere\u011fi s\u00fcreksiz \u00fcretim yapmas\u0131, enerjinin bol oldu\u011fu saatlerde depolanmas\u0131n\u0131 zorunlu k\u0131l\u0131yor. Bu alanda zorluk ya\u015fayan \u00fclkelerden birisi de <strong>Yunanistan<\/strong>.<\/p>\n<p><b>\u00dc\u00e7 ihale, s\u0131f\u0131r \u015febeke ba\u011flant\u0131s\u0131<\/b><\/p>\n<p>Yunanistan, enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc h\u0131zland\u0131rmak amac\u0131yla son \u00fc\u00e7 y\u0131lda ba\u011f\u0131ms\u0131z, \u015febeke \u00f6ncesi batarya depolama projeleri i\u00e7in \u00fc\u00e7 ayr\u0131 ihale d\u00fczenledi. Bu s\u00fcre\u00e7te <strong>toplam 900 MW<\/strong>\u2019l\u0131k depolama kapasitesi i\u00e7in geli\u015ftirme izinleri verildi. Ancak aradan ge\u00e7en zamana ra\u011fmen ihale kapsam\u0131nda kazanan projelerden tek bir megavat bile ulusal \u015febekeye ba\u011flanabilmi\u015f de\u011fil. Buna kar\u015f\u0131n yakla\u015f\u0131k <strong>300 MW\u2019l\u0131k batarya sistemi fiilen kurulmu\u015f<\/strong> durumda ve yaln\u0131zca <strong>elektrik ba\u011flant\u0131s\u0131 bekliyor<\/strong>.<\/p>\n<p>\u0130lk batarya depolama ihalesi 2023 y\u0131l\u0131nda ger\u00e7ekle\u015ftirildi ve 12 proje ile toplam 412 MW kapasite tahsis edildi. 2024\u2019te yap\u0131lan ikinci ihalede 11 projeye 300 MW, 2025\u2019teki \u00fc\u00e7\u00fcnc\u00fc ihalede ise 189 MW ek kapasite i\u00e7in izin verildi. Ka\u011f\u0131t \u00fczerinde h\u0131zl\u0131 ilerleyen bu s\u00fcre\u00e7, uygulama a\u015famas\u0131nda ciddi bir t\u0131kan\u0131kl\u0131kla kar\u015f\u0131 kar\u015f\u0131ya kald\u0131.<\/p>\n<p>\u00d6te yandan kurulu olan projelerin neden ba\u011flant\u0131lar\u0131n\u0131n ger\u00e7ekle\u015fmedi\u011fi ise hen\u00fcz net olarak a\u00e7\u0131klanabilmi\u015f de\u011fil. Mevzuata g\u00f6re, ilk iki ihalede kazanan projelerin 2025 y\u0131l\u0131 sonuna kadar ticari i\u015fletmeye ge\u00e7mesi gerekiyordu.<\/p>\n<p><b>Depolama tesisini kurmak yetmiyor<\/b><\/p>\n<p>Baz\u0131 yat\u0131r\u0131mc\u0131lar, <strong>enerji piyasas\u0131 yap\u0131s\u0131n\u0131n yeterince net olmamas\u0131<\/strong> ve ilgili kurumlar\u0131n <strong>taleplere ge\u00e7 yan\u0131t<\/strong> vermesini temel sorun olarak g\u00f6steriyor. Di\u011fer bir grup ise, ihalelerde <strong>ger\u00e7ek\u00e7i olmayan d\u00fc\u015f\u00fck fiyat<\/strong> <strong>teklifleri<\/strong> sunuldu\u011funu, bu nedenle baz\u0131 projelerin finansal a\u00e7\u0131dan zorland\u0131\u011f\u0131n\u0131 ve in\u015faat s\u00fcrecinin yava\u015flad\u0131\u011f\u0131n\u0131 savunuyor.<\/p>\n<p>Uzmanlara g\u00f6re Yunanistan, artan yenilenebilir enerji \u00fcretimini dengeleyebilmek i\u00e7in <strong>yakla\u015f\u0131k 8 GW enerji depolama kapasitesine<\/strong> ihtiya\u00e7 duyuyor. Aksi halde \u00fcretim fazlas\u0131, yenilenebilir enerji santrallerinin zorunlu olarak devre d\u0131\u015f\u0131 b\u0131rak\u0131lmas\u0131na yol a\u00e7maya devam edecek. Nitekim \u00fclkede 2025 y\u0131l\u0131nda yakla\u015f\u0131k <strong>1,85 TWh yenilenebilir enerji \u015febekeye aktar\u0131lamad\u0131 <\/strong>ve bu kayb\u0131n b\u00fcy\u00fck b\u00f6l\u00fcm\u00fc, g\u00fcn i\u00e7i \u00fcretimin yo\u011funla\u015ft\u0131\u011f\u0131 saatlerde devre d\u0131\u015f\u0131 b\u0131rak\u0131lan g\u00fcne\u015f enerjisinden kaynakland\u0131.<\/p>\n<p>Yetkililer, yenilenebilir enerjideki bu kesintilerinin 2025\u2019te ge\u00e7en y\u0131la g\u00f6re <strong>on kat<\/strong> artt\u0131\u011f\u0131n\u0131, 2026\u2019da ise 2024\u2019e k\u0131yasla <strong>yirmi kat<\/strong> daha fazla kesinti ya\u015fanabilece\u011fini belirtiyor. Bu tablo kar\u015f\u0131s\u0131nda sekt\u00f6r\u00fcn oda\u011f\u0131 Yunanistan\u2019\u0131n devreye ald\u0131\u011f\u0131 <strong>4,7 GW kapasiteli<\/strong> b\u00fcy\u00fck \u00f6l\u00e7ekli ba\u011f\u0131ms\u0131z enerji depolama program\u0131na \u00e7evrilmi\u015f durumda. \u00d6ncelikli \u015febeke ba\u011flant\u0131s\u0131 hakk\u0131 tan\u0131nan bu projelerin, herhangi bir s\u00fcbvansiyon olmadan serbest piyasa ko\u015fullar\u0131nda hayata ge\u00e7irilmesi planlan\u0131yor.<\/p>\n<p><b>T\u00fcrkiye\u2019de durum ne?<\/b><\/p>\n<p><strong>Enerji Depolama End\u00fcstrileri Derne\u011fi <\/strong>(EDEDER) Ba\u015fkan\u0131 <strong>Do\u011fa Can Bayram<\/strong>, T\u00fcrkiye\u2019nin hem mevcut sanayi altyap\u0131s\u0131 hem de m\u00fchendislik kabiliyeti sayesinde batarya teknolojilerine h\u0131zla uyum sa\u011flad\u0131\u011f\u0131n\u0131 belirtiyor. Bayram\u2019a g\u00f6re metal sanayi, kablo, trafo ve orta gerilim ekipmanlar\u0131 \u00fcretimindeki g\u00fc\u00e7l\u00fc yap\u0131, T\u00fcrkiye\u2019yi Avrupa ve \u00e7evre \u00fclkeler i\u00e7in potansiyel bir batarya ve depolama merkezi haline getiriyor. Bu kapsamda <strong>2026 y\u0131l\u0131nda toplam 1.5 GWh<\/strong>\u2019lik batarya kapasitesinin devreye al\u0131nmas\u0131 bekleniyor. Bunun <strong>300 MWh\u2019lik b\u00f6l\u00fcm\u00fcn\u00fcn ilk yar\u0131da <\/strong>sisteme girmesi planlan\u0131yor. T\u00fcrkiye, <strong>35 GW depolamal\u0131 elektrik yat\u0131r\u0131m\u0131 \u00f6n lisans\u0131<\/strong> vermi\u015f durumda.<\/p>\n<p>T\u00fcrkiye\u2019nin depolama alan\u0131ndaki bir di\u011fer avantaj\u0131 ise yaz\u0131l\u0131m ve dijitalle\u015fme taraf\u0131nda yaratt\u0131\u011f\u0131 katma de\u011fer. Bayram, donan\u0131m \u00fcretiminde \u00c7in ile rekabetin zor oldu\u011funa dikkat \u00e7ekerken, yaz\u0131l\u0131m, enerji y\u00f6netimi ve m\u00fchendislik \u00e7\u00f6z\u00fcmlerinin T\u00fcrkiye i\u00e7in \u00f6nemli bir ihracat f\u0131rsat\u0131 sundu\u011funu vurguluyor. Elektrik depolama sistemlerinin yayg\u0131nla\u015fmas\u0131yla T\u00fcrkiye\u2019nin, ba\u015fka \u00fclkelerin elektrik havuzlar\u0131na ihtiya\u00e7 duymadan <strong>ba\u011f\u0131ms\u0131z bir ada sistemi<\/strong> gibi y\u00f6netilebilir bir enerji yap\u0131s\u0131na yakla\u015fabilece\u011fi ifade ediliyor.<\/p>\n<p>Bu konuda Bayram,<em> \u201cT\u00fcrkiye, Avrupa enterkon\u00adnekte sisteminin bir par\u00e7as\u0131 ama b\u00f6lgedeki gerginlikler ortada. Depolama ile 5-15 gigavat (GW) aras\u0131 bir batarya kapasitesine ula\u015ft\u0131\u011f\u0131m\u0131zda \u00fclkeyi ba\u015fka bir havuza ba\u011fl\u0131 olmadan, tamamen ba\u011f\u0131ms\u0131z \u015fekilde \u2018ada gibi\u2019 y\u00f6ne\u00adtebiliriz.
